Depends on where you live. Call your local authorities and ask them about noise complaints. Some cities have ordinances about how loud your music can be, even while you're driving. If the people are keeping your family up, have the cops pay them a visit.

You could go over and ask them to turn the music down. If they refuse, call the non emergency police number and ask them or complain to them. The times differ probably from city to city and depending on the day of the week. It's usually around 9-10 on weekdays and 11 on weekends, but call to make sure.

I usually turn mine off by 10 pm. After that it's curfew time. Police is usually called if these people don't stop.
I think there might be a noise policy guideline from your city government. Check the website I found for you below:

10 oclock here....we have the same problem...but we don't want to start any neighbor wars, so we just sit it out...usually, by 11 or 12 they stop....hope your neighbors are the same way, if not, you got a problem on your hands.....

I believe it's 10pm on weeknights and 11pm on weekends. Call your local p.d. and they'll tell you. NOT 911.
