Get very good fusible interfacing to make the fabric stiff. You can use stitch witchery to attach other fabric to the "card" for the design to assemble quickly. Otherwise, I'd suggest fabric paint or iron-on transfer paper. If you want to make a very fancy costume, assemble it like a quilt by piecing all of the fabric together.

You could rent an over head projector,Put the material on the wall, and the picture of the card in the projector then it will show up on the material, and you paint them yourself. or you could make a 8X11 copy of a card and cut it in threes, take it to Staples and have them make iron on copies for you, you would have to know how big they can to it,Then you would match the card up on the material and iron them on.

hmmm...maybe ... cover a cardboard cutout w/ material that's painted like a card. (make two for front and back) add straps for the shoulders-wear white, red, blue or black leotards underneath.

you could probably nix the fabric and make it out of heavy posterboard.
