Later in the game they will open up. However if you drive around the airport you will find there is a wall. If you park a vehicle near the wall you will be able to climb on it to get over the wall.
Once in the airport you will be able to steal a plane. If you fly it around for about 10-20 minutes (real time) you will earn a pilots license. After that you will have access to all airports.
However, you must not fly over the other cities as they are not open yet and you will be blown out of the sky and get about five stars wanted rating.

You must be fairly early into the game. As you progress through the story line the airports will open up.

if you are still at los santos you have to get a car (high enough to climb over big fence) drive it to the gate the goes into airport.
jump on roof of car then jump over to fence then climb over.
