There is a tree on harpers farm rd. in Columbia Maryland with about 30 small white bags hanging in it. They have been there for two months. What could they be?

man made bags. they do look a little like those halloween ghost things, but they have been there since late august...

It may be some kind of bird/squirrel deterrent. They may contain hair, deodorant soap, mothballs or something else to discourage animals from feeding off the tree.

Or like some of the other suggestions, maybe those tree worms , they do make webs that look like small white bags.
OR...... maybe they are suppose to look like ghosts, it is getting sorta close to halloween.
