This is not normal and is not a stage of puberty for men most likely he has been masturbating way too hard the best way is to use lotionor something soothing on the penis the blood might of also came if he pulled back his foreskin on his penis to hard or quick which sometimes makes small cuts this also happens if he has not pulled back his foreskin in a long time which can also make a cut.

could be an infection of the epididimas. This is part of the tubing that helps make spearm. If the testical gets sore and swells or has a lump this could be it. He will need an antibiotic like Cipro to get over this. It's scary for young guys but this medication or one like it will cure the matter. In other words see a doctor.
