Make it short, sweet, and direct. The default thinking for males is direct and simple. The default thinking for women is complex and searching for hidden meanings; its all a part of our genes.
When you are with the guy you like just ask him, "Would you like to go out sometime?" If you keep it short and simple then he will be able to give an equally short and simple reply. It will also be the response closest to what he is really feeling. Or you might try, "Would you like to see a movie together?" or "How about we go out for dinner sometime?"
All of these simple questions will be easy for him to answer quickly and honestly. Some men will be embarrassed by being asked out by a girl, but ALL men will be secretly relieved. Men, especially teenagers, have a fear of rejection and if you by pass that then they will be more comfortable in the relationship.
If he is stupid enough to say no then don't take it too hard. You can still be his friend. I had a friend in High School who was my age and someone that I knew for a while. She was plump so she probably didn't get many dates. I never asked her out, but if she had asked me out then I would have been happy to have gone out with her. Not for easy sex, but simply because I had such a fear of rejection, that if she had asked me out I would have been so happy, in fact so relieved, to have a woman show some interest in me. I would have seen past her plumpness and only have seen the person that I had been a friend with for a long time.
I look back on high school today and wish I had asked her out. She would have been a better girlfriend than any I ended up with, and I have kicked myself a few times for not seeing what was right in front of me.

Hmm, perhaps " Would you like to go to the movies (or whatever)" simple straightforward and gets no more or less than you would like to start seeing him more.
