For instance, when people on here respond to your questions/polling etc., there is blatant disregard for punctuation, spelling and capitalization. Are we really that busy, or is it merely laziness?

Aside from laziness, it is much like swearing. Swearing or cussing is merely a lack of vocabulary.
It is clear, some do know how to punctuate, and use correct grammar and syntax, but they don't type well.
But the thing I have seen the most hasn't anything to do with either. It has to do with a new textual vocabulary: to wit --- "txtng", done with cell phones. And it really drives me nuts. I am 60, and trying to learn a new written language is just toooo far around the curve.

I think it's a matter of laziness. If they are on Yahoo Answers, then I highly doubt that they are busy. So if that's the case, then people are just lazy to place punctuations in the correct spot. Either that or they just didn't have grammar lessons in high school.

Lack of education, would be my guess. Few people are taught how to use punctuation properly and some of the rules are obscure, so it's easier to ignore punctuations and proper writing skills in this forum.

I think it is both, in addition to the fact that most people recently haven't learned punctuation very well, and so it is easier to avoid it altogether than to risk doing it incorrectly.

For a complete answer, read the book "Eats, Shoots & Leaves" by Lynn Truss. I agreed 100% with what she wrote, so it'd take a little while to say it all here.

probably just lazy .... still, I feel it's acceptable if it can b easily understood when read in total context. People here r thinking "we'r not doing an English test" so they don't strive to b purrfectt ?
