Sure, why not? Graphic designers all over in China, India, Thailand, Malaysia, Indonesia, and many such places are doing it already. No one is suing them. However, if you want to be technical about it, the answer is a NO.

You may not use logos from any company without their express permission in writing. Any use of their logos without permission will result in a law suit.

Contact the NFL and MLB organizations somehow and ask them how you can use them. Usually, there is a fee.

NO, not without proper permission. If you get caught, you can get in big trouble.

They usually ignore small fish. But you never know when they will make an example of one to scare the rest.

No, you have to sign up with them and pay a royalty. Also, they will have to approve every item that you design with any logo on it, and will charge you to do that approval.
