I would hit pacific hwy/highway 1. there are beaches all up and down the coast that allows camping...
go to www.beachcalifornia.com it has some great ideas. My personal favorite is Natural Bridges Beach...you can visit it while staying at the camp grounds in Henry Cowells Redwood Forest. The beach has tide pools and is a Monarch Butterfly breeding place...it is one of the most incredible places!

California is a big state with lots of beaches.
Two of my favorites are Leo Carrillo State Beach between Port Hueneme and Malibu, and San Clemente State Beach near the town of the same name.

I suppose this would also require knowledge of your definition of "camping"... car-camping, 2 mile walk, 5 mile walk ?
I loved Point Reyes National Seashore as a kid... be ready for fog !! Also the State Beach under the Marin side of the Bay Bridge (Something Cove) which is built around an old military missile site...
