throughout time the idea of elves have had a wide array of concepts from the german shoe cobblers and such that make things to the Tuatha in the Ireland/Gaulic regions even to say that all fairies are elves...it has happened. There is no one way to trace when elves became a dominant force of the "faeries" The only thing I can say, is that Tolkein has had a hand in shaping the modern version of what is an elf in human minds (from which DND based their elves from) before tolkein there was the Brother's Grimm. And before that there was word of mouth and folklore.
I have heard tales that elves were no more than 2 feet tall....I have heard they are slightly shorter than a human, equal in height to a human, and taller than a human. It all depends on who and where the story is being told.
But yes in the modern world, Tolkein and other authors are responsible for the set in stone idea of how an elf should be.
But there is tale that before the Romans came to the British Isles there was a race of people called the Tuatha....whether you think the Tuatha might coinside with the Atlantis Mythology is all your worry, not mine. Regardless, the Tuatha were said to be magic people sent from the gods from across the waters....yadda yadda yadda. When the Romans arrived the Tuatha were defeated or rather ran off from their claim of rulership and receeded into hiding. This idea of early rulers might have been the initial idea and concept of what the elves and fae people were suppossed to be.

When Erick the Great was King of Sweden; he said, 'these shall know the heart of the King', (so their heads will be at heart latitude). They shrunk back from that idea in doubt that he was King, and became shorter.
Oops that's dwarfs. Elves are much older. Much much older. Elves were people on Earth that shrunk when they would not follow the will of the King, mostly to see what would happen if they didnt. They lived more than 12 gillion years ago

Several mythologies have elves - Celtic, Norse comes to mind. Then of course authors like Tolkien just expanded on the fables.

Someone was probably born with pointed ears and he yelled ELF!! Oh no!! run away!
Werewolves have some fact behind them too, as being completely covered with hair is a rare disease.

there became this bishop named Nicholos . there have been 3 ladies in his city who have been going to be offered via fact they needed money . while the bishop heard approximately this , he desperate to assist them by ability of going to their homestead at night and putting money into their stockings . the human beings then stated as him Saint Nicholos . Then the italians callen him Santa Nicholos which later grew to alter into Santa Claus
