Have you searched for an agent at all? Check out the book "Guide to Literary Agents" for the first step. Most publishers won't look at things without an agent anymore.
Also, do you write anything else, short stories or poetry for instance? Try submitting them to the appropriate magazines. If you have some publishing credits under your belt, it can help appeal to an agent-- they like people who are proven sellers!
Make sure to check out the site Preditors and Editors to start your research on if the agent is really legitimate or not:

The publishing world is fraught with peril and is VERY difficult to get into. Children's stories are one of the hardest areas. generally, you need to contact these publishers one by one, but I am here to tell you most are not even accepting manuscripts these days. This is a tightly controlled field and you really have to have a flair for this sort of writing. Most will never see print. Hate to discourage you, but this is the reality of the thing. Publishers have their stable of authors (especially children's), and you need an agent, but that is tough too because they are very selective. The field is tighter than when you first approached it. Don't go the self publishing route. They are all cheesy and it looks like you are desperate. Also YOU have to pay and you don't want to do that. Reputable publishers pay YOU! Good luck.

Look at a few kids' books and find the name of the companies that published them. Then, look up the addresses of those publishing companies and send them book proposals and/or manuscripts for your books.

Why not "self publish"? Just pay to have it printed and then distribute it yourself; people do it all the time!
