Yes, it is. I am a case in point. And I am still technically homeless to this day; have been since 2004. Day-labor places exist in every significant city; show up at 4:30 AM before the doors open, sign up and show the proper attitude, and earn $ 48 just for a day's work. Investing the money you earn properly is key. Don't buy groceries if you can eat free somewhere, but do this only until you're able to break away from that association, because it is depressing and contagious. Get a membership in a gym or a health club for 10 or 18 or 25 dollars a month; you can work out and shower 4-plus times a week and stay clean, and regular exercise is a great habit anyway. Develop a habit of excellence mentally. Take control of your thought process every moment rather than letting life control your mind/mood like most people do. Stay away from television completely except once a day for the news if you need to see a weather forecast; television otherwise has no place in your life. Rent a storage unit strategically located where you can keep possessions safe and can access them 24 hours a day. Preferably one with electricity; even better, a free-standing garage or even an office space! Having your driver's license helps. If you don't have it in good status, do whatever it takes to get it back. You need it in order to cash checks, open bank accounts, drive, negotiate the I-9 Employment Eligibility Verification process that has been in effect since 1986. A "non-driver state ID" just does not cut it! You'll be blacklisted/denied employment if you try to get by without a D.L. Think of what goes on in the prospective employer's head! "Why does this dude (or this gal) not have a driver's license?" Keep that driver's license current and keep it from getting suspended no matter what else you do, because (except for Juneau, Alaska (since it is on an isolated shore cut off by glaciers from remainder of N.A.) or among the Amish in Pennsylvania or Ohio (since they use horses), and a few other places) you need one in order to market your services in almost any business or occupation. Getting a car also helps. A non-profit called Richmond Community Action Program in Richmond, VA, on Dec. 03, 2002, donated me the one I am still driving! Register it, get proper insurance to cover your operation of it, and pay the premiums on time! Keep it locked whenever you're not in it, and keep your papers in it in a safe place! Get THREE copies made of every key you use, and keep one identical key ring in each of two pockets and the third in a separate safe location only you can get to. Knowing how to maintain and repair and diagnose a car also helps. A $ 18.00 investment in the Haynes manual for your car (or better, light truck/van) is well worth the investment. I've done a lot of necessary things to it to keep it running, a couple blocks from an auto parts store since I don't own property on which I can park it. Getting in the habit of getting the best information also helps. In order for that to take place, however, you have to learn to associate with people that have the best information. It's not only possible for the homeless to get into the slave (employment) market, but also to climb to the higher rungs of the economic market, including commissioned sales and business ownership. I am a case in point since I have done it. The education is the most important ingredient. Stop taking input from the wrong people, people who (90% of everyone) think sarcastically/negatively/fearfully. Start reading the right books, listening to the right tapes/CD's and associating with the right people who think and speak positively/confidently/abundance mentality. Yes. There are plenty of services avaiable to the homeless folks. Just like Salvation Army or by us its Homeless shelter of Ogden. These agency try to help them be employable. MEaning, psychiatric care, help with education, housing, employment. It is also up to each individual. You cant force them only guide them.

Adding to the first answer
Some advocacy groups provide addresses for homeless, basically mail drops or PO boxes. They do the same with phone number - so that employers can leave messages.
Of course, do what you can for bathing, presenting good clothes, and so on.
Very tough to get hired if they can't send mail or call and leave a message. Cell phone can work for the phone part if you have one.

It's possible, but they need help. They need help with clothing and a place to wash..... Having a stable address is another impediment to employing the homeless. Without governmental or private assistance, the homeless are very difficult to employ.
