I believe every relationship you have with every person you meet has a resolution, either you meet back up with them, hear from them or hear about them. Sometimes you just think about them and realize that everything happened the way it should. I had a horrible ex-roommate who stole our cat when she moved out and her abusive boyfriend made threats towards me and my other roommate. For years I just wanted to let her have it, really rip into her and humiliate her. Then one day I was thinking about her and how she really hated herself and knew she was a big poser, phoney, loser, user and that that was punishment enough. I didn't need to stoop to her level to make myself feel better, I just had to be glad that I wasn't her. I guess in that way she was out of my life and haunted me periodically, then I exorcised her from my life without her physically returning. I did get the resolution I needed though and I feel that happens in every relationship we have, one way or another.

It's a funny world. Some people come back when you least expect them, and usually at the wrong time.

It could happen but not likely. Are you still in regular contact with the person? That is the only way that I can see this happening.
Otherwise, your question sounds like a good plot for a movie! =D

No, they won't. The best thing you can do for yourself is to move on, and find love elsewhere. Otherwise, you will keep hurting yourself over someone who is not going to come back..
