I can't seem to find the exact law in the Texas Civil Code that talks about " bystander liability".

That's because it's not in the Texas Civil Code. It's in the Texas Criminal Code. I suggest you get the TCCA, Texas Criminal Code Annotated.

There are only about 6 states that even have bystander laws. The last time I checked, Texas didn't have one (but that was 5 years ago). It would be in the criminal code though if there is one.

Was looking at a search result and it seems to be something to do with, if a police officer is performing their duties, such as a pursuit of a vehicle, which has been involved in a crime, there is an obligation for them to exercise the necessary caution to prevent a bystander from being injured by their actions..

I was born, reared and still live in Texas....Never heard of that one.
