I'm currently with AOL. I know - bad news. BUT, it's cheap ($17/month) and the security (virus defense, pop-up blocks) is good. However, my upstairs neighbor has Comcast high-speed. I was told I could get a router on my PC and use their connection upstairs (for free or go halves with them). However I have two concerns:How good would my connection be, and how would the security be?

Some things you must do:
Make sure that you have a written agreement on any deal you make with them. I would tell them that you will split the cost with them. And that you will buy the router. Bring the router to them and have them set it up since they have their modem/connections for their internet. They will then have to either keep the internet Unsecure (with no password or key) so you can sign right it, or they can Secure it but they would have to give you the password/key to sign into the connection. Also you must make sure that your computer is wireless. If it doesnt work wireless - no point in this deal.

As for security - if they use a password/key and you trust them and trust that anyone else who they may give the password too wont cause harm to your computer you are fine. However if it is unsecure you may want to make sure you have a few softwares on your computer. However I recommend the softwares no matter what.

Softwares:
if you go www.download.com
and you search: avg anti virus, spybot - search and destroy, and ad aware
then download them all you will have anti virus, anti spyware, and anti adware.
Plus go to Start > Control Panel > Security Center > Make sure you have firewall and updates on.

Good luck!

I would suggest asking them if they were amenable to sharing the cost of the high speed with you, and, if they are, the router would have to be in there apartment, since they 'own' the isp connection. As for security, just make sure that they set it up and then let you know the key, so you can access it.
Good luck.
