A ml is a measure of volume. A cc is also a measure of volume. They are equal , and with water only it is equal to 1 gram.

It is the same now. Before 1964 the liter was the volume that one kilogram of water occupied at its maximum density while at standard atmospheric pressure. By definition the kilogram of water was then equal to 1.000028 cubic decimeters. This was a problem that was resolved by redefining the liter as a special name for the cubic decimeter. So now, yes you can say that one cubic centimeter is the same as one milliliter. If you are British, one cubic centimetre is the same as one millilitre.

One cubic centimeter of water at room temperature is equivilent to one mililitre or one gram of water.
These are all measurable properties of a single substance (viz. a particular mass of water). However, they are not "the same thing". In science, you ahve to be careful with your choice of words ; )

For distilled water at some assigned temp (which I do not recall - it may be 15.5 C) there are 10 ml in 1 cc.
[deci = 10, centi = 100, milli = 1000]
