Before you do anything backup your files, make a checklist so you backup everything. You'd be amazed how many people forget their favourites or their internet account password etc.
Once you're certain everything you want to keep is safe just boot from you're Windows XP or system recovery disk and follow the instructions. After Windows has finished (takes about an hour) install your drivers if neccesary and put your files back, install updates etc.

Windows XP disks are bootable. This means, that if you insert the disk in your CD drive and restart, it will boot to the WinXP installation software.[If this doesn't work, you will need to check your BIOS (typically by pressing a certain key as you turn on your computer) and change the Boot Order to boot from the CD before the hard drive.] Boot from the WinXP cd, then if you select a full (also called "clean") install option, it will allow you to do exactly what you are asking. It will format (wipe out) your hard drive, repartition it (prepare it for data), and reinstall WinXP. This should leave you with a clean hard drive with nothing on it but Windows XP.

1) Make sure the cd drive is enabled as a boot device in the bios
2) put xp cd in the cd drive and restart the computer make sure you have the cd key handy or you wont able to install

Put the disk in the CD/DVD drive and reboot. It will start the installation process automatically for you and you can reformat then.

Follow the advice already given and in addition to that....depending on the size of your HD I would partition it so that you have a "C" and "D" drive. Store all your files on the "D" drive and the OS and programs on "C". This way if you ever have to do this again you won't lose your files and you don't have to perform a back up of them.

Put in the cd with the op sys. it will ask you if you want to go over the existing op sys or reformat and install.
