How do I transfer files between windows 98 machines hooked to the the same router?

Share the folder(s) ->go to properties of the folder and click on share.
Restart all win95/98 systems and should see the shared folders within your LAN right from windows explorer.

Note:
I asume your all workstations are on the same workgroup and your nework is working fine (LAN, router, cables).
