Yes they can but whats seen so far is it takes an act of God for the refs to overturn a call. They must have been jurors in the OJ trial.
The Oklahoma Oregon game was comical. There was obviously an illegal touch on the onsides kick and the ball was clearly tipped on the interference. call. They won't overturn calls because they are very insecure. The College game has even worse officiating than the pro's.

For the most part I think schools and NFL teams are past the bias of the earlier years. If they have the opportunity to get a well qualified coach, they will hire him whether he be White, Black, Latino, Middle Eastern, or Asian. Abilities as a coach cannot be and are not defined by his color. Yes there are a far greater number of white coaches at the higher levels, but thats because they were the best for the job when the interviews were taking place. Things will balance out sooner or later. Like you said black players make up a majority of the NFL, they are the most respected anyway, I dont think I've ever seen anyone walk down the street wearing a Don Shula shirt, or kids saying they want to be just like Joe Paterno when they grow up.

College has a challege, but it doesn't work the same as the NFL. There are certain calls that cannot be challeged

I thought the Big Ten were the test group from last year and that they decided not to use the instant replays. Again, I could be wrong.

Yes--they challenged last night in the Army/A&M game, but it was "inconclusive" so the ruling on the field stood.

i dont know but last week in the ohio state and texas game they challenged a fumble.
