Probably not, but you can try spraying the yellow pants with a spot remover and soaking them overnight in cold water, then try hand scrubbing them with some laundry detergent and see how much comes out.
Don't use heat, it will set the stain.

Try stain remover. Let it soak in some warm water for a couple of days. The ink should run out into the water and there should be less of a stain. The longer you soak it the better and change the water so it won't start smelling funny.

If the black ink is only visible on one side of the material, but not on the inside, then yes, you can get it out. However, it is difficult, I would advise you to try a dry cleaner first. I usually wash out stuff like that with regular soap---repeating the stain-removal procedure as long as needed and then wash the garment.

If it is fresh ink then you need to rub like tide into the damaged area. Let it stand for a while then was. You got to continue the process.

1st test that your yellow pants is color fast. Apply a little achol on the affected area and washed off using a solution of warm water and mild detergent.
