It is a special effect, however, if you ever see the moon near the horizon, and there is a building or tree in front of it, now imagine that you looked at this area with a telescope. The frame of view through the telescope would be of a building or tree, with a huge moon behind it. Same thing when you see a jet plane fly across the moon. The plane appears to be tiny compared to the moon, but if you were next to the plane the moon would be tiny. In other words its perspective.
"This cow is small, those cows are far away"

The moon in 'ET' represents Space and the unknown being closer to Earth. So close in fact, that a little girl on her flying bike can almost touch and interact with the stars! The moon represents discovery and being closer to the unknown. It is a comment on the extra terrestrial's arrival on earth.
In film shots the angles, proportions and selection of what is in the shot is carefully considered and completely intentional. Visually, images are representational and create unifying themes that bolster verisimilitude.

Hi. The moon image was taken with a long (telephoto) lens and the characters were superimposed over it. E.T. was smaller than the Sea of Tranquility.

firstly, the moon in ET was made big using telescopes and overlapping images to make it look even bigger.
however, that effect can actually happen in real life. you may notice that sometimes the moon looks bigger than normal and then a few hours later it smaller. this is to to with the amount of surface area of the atmosphere that the image of the moon is projected onto.
i cant explain this here without illustrations so you'll just have to look it up.

If you want to see REAL weird moons google Atoptics, or Spaceweather and see how images of the moon can appear totally distorted, multiple moons etc. Amazing stuff, not film tricks

it could a trick of film or it could be that the moon was going Thru a low cycle as some times the moon appears big in the sky

Because it's just a movie. The moon can be a symbol in ET. They wanted to emphasize the moon to tell you that their can be life out there...who knows.
