Does Anyone know how I can download Windows 98 second edition online for free and save to a disk

Windows is copyrighted software and illegal to download without the permission of Microsoft Corp.
You may be able to buy it with an old computer at a garage sale or from a library replacing their computers. There are some free alternatives to Windows. If you know somebody who is really good computers you could ask them to install a linux distribution for you.
Also, Windows 98SE is about 8 years old. You may want the newer Windows XP version.

98 is obsolete and Microsoft is not longer supporting it. Think about buying XP Home
