The windward (west) side of Hawaii. In the continental states Florida. Humidity and rainfall go together. When it's raining, the humidity is close to 100%. When it's raining and hot, the air holds more water vapour. 100% humidity at 10 Celsius means less water vapour than 100% at 40 Celsius. High humidity only feels uncomfortable when the temperature is higher than about 15 Celsius.

In terms of the highest levels of humidity, You can consider Hawaii or Florida...two of the rainiest states in the country.

As far as most humid in terms of "oh it's so humid" any Southeast state would do it, but my guess would be Florida where the dewpoint is consistently above 70 for 4-5 months out of the year.

Louisiana. You can take a shower, and I swear, no matter how many towels you have, you will never get dry. I was born in Texas right on the Gulf of Mexico and trust me, Louisiana is worse. It's a sauna bath and when it's 95 or 100, it feels 20 degrees hotter due to the extreme humidity.

Florida, it is surround by water on a larger percentage of it's boarders than any other state, except Hawaii. But Florida has swamps. Shallow water with the solar rays reflecting off the bottom making more humidity.

god it HAS to be florida!!! we almost completely surrounded by water and it feels like a steam bath out there!!!!
