Freewebs is excellent and has alot of features :-)
However, you can also make a website around blogger-- by linking to different "enteries" as pages. The advantage of this is that your page will be picked up by search engines VERY quickly and easily. The disadvantage is that the photo hosting is sort of limited.
I actually like the geocities webdesign software here on yahoo, and you can always purchase an upgraded account to get rid of the ads.
What do you want to put on your website? Google pages is also neat, but limited customization (though some cool templates).
If you are wanting to put anything "mature" or very complex on your site, the best thing to do is just to purchase a domain name and pay for hosting with a host which allows this (I use godaddy). My favorite program for website design is dreamweaver, though a4desk.com has some very cool and easy to use flash templates.
