If 9/11 hadn't occurred, he probably would have been a mediocre president. Instead, he got handed the War on Terror, which he promptly botched.
How?
1. He invaded Afghanistan to go after bin Laden but "forgot" to secure the borders and allowed bin Laden to escape and hole up in the mountains between Afghanistan and Paikistan.
2. He's willing to subvert the U.S. Constitution and U.S. Bill of Rights to provide "safety" to all Americans. Trouble is, his motives are suspect. He may be trying to save our skins AND do some things we're not really happy about (take away our privacy in the name of fighting crime, etc.)
3. He invaded Iraq on a pretext (SH had weapons of mass destruction, which of course the world now knows at one time in the late 1980s and early 1990s it did have, but no longer does). He and his administration went into the country with too few troops, not a clue of the culture of Iraq and proceeded to destroy the country. Right after the active battles were finished, Iraqis started hauling off the antiquities of Iraq. You could sense things were going to spiral out of hand, which they have done in the past three years. There also was no understanding of how to handle the "peace" - how to establish a democracy, even if the Iraqis did want one which is highly debateable, given a wartime democracy. One thing that always surprises me about U.S. government nation building - it took the U.S. decades of strife and riots, a civil war, etc. to come to our democracy. What makes us think we can establish a democracy in another country in a few years' time, even if they wanted one? Cultures outside of the U.S. are different - they have different customs, laws and peoples.
Other ways George Bush is a bad president:
4. The national debt has hit the ceiling. George Bush never vetoed any spending bills in his first term, and only now is he vetoing some now. Our great grandchildren will be paying off the interest on the debt. Lord knows what will happen if the foreign governments and citizens who hold the notes on our debt (China, for one) decide to call in the loans. We'll be thrown into an immediate depression. It's scary!
5. He has shown a willingness to only be a president for his particular constitutents, rather than all Americans. He's divisive and not inclusive, and we especially need a president who will represent and propose solutions for all involved.
6. He has kow=towed to his oil industry buddies too much, putting as far behind in our work to develop alternative energy supplies.
7. He has thumbed his nose at world laws (environmental, legal and political) believing that the U.S. can go it alone.

I have answered this question repeatedly in the most succinct terms but if I were to jot down my reasons, it would be a most formidable tome, too voluminous for this thread.
He was not elected to the Presidency; remember what happened in Florida (where his brother is Governor) and Ohio during the last election. He has repeatedly tried to skirt around the law and the Constitution by limiting the American people's rights, liberties and freedoms with illegal searches, illegal eavesdropping, and with illegal prisons overseas. He has divided this nation with lies and half truths, slogans and deceitful propaganda, and he is nothing more than a puppet for the super rich and powerful. He has made life more miserable for the poor, the elderly and retired, the disabled and the homeless. He has made American the most hated Nation in the world.
His only redeeming quality is that he's the funniest rodeo clown out of Texas!

George Bush seems to be one of the most fiscally irresponsible US Presidents ever. Our federal debt is about $200 billion higher on account of Iraq effort alone and yet he wants a huge tax break for his wealthy cronies. He wants a social security plan that would requires a huge amount of government. He has attempted to take too much power into his own hands instead of respecting the other branches of government and the United Nations. I could go on but basically he is a disgrace to the Republican party.

ive never heard of goerge bush being president, but george bush has been about the same as any other president, he is just a little less schooled, and a little more outspoken

Unfortunately leaders have to be able to express themselves well, this frequently means that potentially brilliant leaders wont make it and poor old George is sadly lacking in this department in my opinion.
On the other side of the coin, what is considered good speaking is slowly changing to expectations of the people to open-ness and honesty so hopefully soon we'll have more women leaders as this catches on in modern politics.
