Depends on what you mean by looking up, their eyes are to the sides as they are not hunter/predators like dogs and their eyes to not automatically have the ability see upward, their necks do not allow them to stretch enough to look straight up, however, as any farmer can tell you, they can look up to about 70 degrees from level ground.

They basically have a body like ours, but on their hands and knees all day. Looking up would be equivalent to us bending our necks backwards, if you see what I mean. It can be done, but not right back.I heard something similar about penguins- that when planes fly overhead, they all look up, overbalance and end up stuck on their backs. Apparently it's not true.

I don't know about pigs looking up, but I have heard that if pigs could fly then the price of bacon would go up!

Yes they can look up, they just dont bother cause all the food is on the ground.
