This really depends on what you're willing to pay. I like Dell computers. I suggest you go to Dell, see what system you like and fits within your budget. Don't buy it from Dell site though, unless there's a fantastic deal. Even then, i would call into sales and deal with the customer service reps. You'll get better prices. If one doesn't give you a good enough price (i'll say at minimum 10% off what you can get on the website), hang up and call again later and talk to a different agent.
If you're in school, you probably do'nt want anythign too heavy. The Dell M1210 is pretty good, but can be expensive. You can also go to Bestbuy... here's a decent computer from BB: http://www.bestbuy.com/site/olspage.jsp?skuId=7959006&type=product&id=1153336509992
* Mobile AMD Sempron™ processor 3100+* with HyperTransport™ Technology and up to 1600MHz frontside bus
* 512MB PC2700 DDR memory for multitasking power, expandable to 2GB
* DVD-ROM/CD-RW combo drive
15" XGA TFT-LCD display with Ultrabright technology and 1024 x 768 resolution
40GB Parallel ATA hard drive (4200 rpm)
ATI RADEON XPRESS 200M chipset with integrated ATI RADEON X300-based graphics and up to 128MB of shared video memory
All for $600. And that could handle the Sims and Civilization decently.

I got a Dell online by making use of an Internet deal site. It was defective and customer support from India was terrible. I had to go through packaging it to send it back. I then spent a huge amount on an HP because it was from a local store with a 6 month return policy (without an annoying restocking fee) and seemed to be promising. I'm using it now and online customer support was better than with Dell.
If someone you know wants to get a new one, maybe the person will sell you the old one? Maybe someone living near you will know about a good deal in a local store to which you may return it without a restocking fee if you determine it is defective?

I've found dells to be pretty good. I'd suggest looking at refurbished system as they're usualy 75% or less of the cost of a new system. I have also heard that Acre's are pretty good aswell.
Support wise, I'd strongly advise getting the longest warenty you can as crap tends to happen more often with laptops because of their nature. If you ever have to call in, you'll be talking to India if you get anything but a Toshiba, but I've had bad experences with Toshiba so tend to keep away from them.

I think Dell's still selling notebooks for like $500 or $600. That's definitely worth looking at.

Okay, take a step back!
Ask your self what your goals are for this laptop!
-Watching movies
-Word processing
-Light gaming
-Heavy gaming
With the tasks you listed, mostly every laptop processor should be able to take them on w/o problems. So you should go to the next step, where are you going to be using it?
-Taking it to classes every day, running on battery?
-Leaving it on computer desk
This should help you determine your screen size! Remember larger is heaver and worse on battery economy.
Now start shopping around for your screen size and price range, this should significantly eliminate the choices.
I know this because I just finished my search I selected v6030us
