Nobody really knows. Basically it seems that it's a function which is spread through various parts of the brain, although the pre-frontal cortex seems to be one of the most important areas.

In general brain activity can be thought of as billions of interconnected networks which activate in the way that electronic circuits activate, and the pattern of networks activated is what allows us to think, or to see, or to recognise someone, or even to breathe. Because the patterns are so complex, figuring out how consciousness works is a bit like trying to figure out how to write a computer program simply by looking at a pentium chip with an infrared camera.

Consciousness and thought are influenced by our day-to-day experiences. What ever our senses experience has a direct impact on our thoughts and perception of life. I don't believe (yet) that science can measure life-consciousness. Thought and consciousness are two different things I think. Thought is a product of the mind. Whereas consciousness is a product of the Soul. If science tries to define consciousness, then we'll have a big theological debate which will result in trying to prove the existence of the Soul and God which, I'm sure, most people will have an opinion on! But to answer your question, I believe consciousness and intellect exist on a different plane of life, one which everyone knows but no one understands. Thoughts and memory are more closely linked to the physical word which we all know and feel comfortable in.

Two different things if you are looking for a specific answer, and sorry i don't really know the answer to either.
If i really wanted to know the answer i'd do a bit of tapping on google, but i'm not that bothered.
