Move them into annuities. This is the safest place for anyones money.. You will have access to it 10% annually, without penalty, and noone can touch it. Even if your sued, liable, bankrupt. They can't get it. Its a private savings.. Plus some fixed deferred annuities gain guaranteed 3+% INTEREST annually. Large sum deposited, don't touch it for the specified years on the contract, when its down then you've made more than just a simple account would have made you. My company for the 1st yr. is 7.25%interest and guaranteed 3+% there after. IM me.. good luck

Putnam and MSF have some good investments. I think you've just picked the wrong investments (but then again, my crystal ball isn't working properly so those investments you've got may turn around soon).
You could put the IRAs in some CDs. You're principal would be secure, but you might run out of income.
It's almost a "pick your poison" proposition.
My suggestion is to invest the IRA in a nice diversified portfolio. That way, you give yourself the best odds of success in all economic conditions (which is about all you can do).

If you want absolute safety, roll it over to TD Ameritrade and then invest it in t-bills, one of the very safest investments. Currently, paying 5%+. Blue chip stocks are really historically quite reasonable now. JNJ, MMM, MSFT, BAC, HD. All solid companies and all pay good dividends, except MSFT. And all are increasing their dividends annually.

Sorry to inform you that until you pay taxes on your earnings its not your money - there is no safe place for it unless it's FDIC insured - otherwise the consultants are going to get it from you until there's no more to take.
