I'm looking to buy cheap perennial flower seeds in bulk online or in a store, any suggestions?

it is autumn now, you can get the seeds from any flower for free, just ask your friends, neighbours, relatives to give you some dried flower heads from their garden.
And in winter you can buy the roots of perennial plants, it is the cheapest, and you don't have to wait for 2 years for them to start blooming.

I'm not sure what you mean by bulk. If you are in the business, most seed companies wholesale, but there's usually a minimum order of several hundred dollars. That's one hell of a lot of seed!

If there is a garden club in your area, you might look into joining and swapping seeds with members.

If you live where there is a Big Lots store they sell their seeds in packets very cheaply. Good luck!

Try Ebay....so seriously....I was surprised by the selection and most everyone will combine shipping. I've had good luck there.
