I would say Turkey aswell. At least the Turkish people I've met are very polite, and still relaxed and friendly. :-) I'm from Norway, and I guess Norwegians must be the people with the worst manners in the world. I've discovered that more than one time in encounter with people from other countries.

I think the Virgin Islands. I visited there and whenever someone approached you to talk, they always said "Good afternoon" or "Good morning". They were very pleasant and considerate.
If you are talking about strict etiquette, I'd have say the British, they invented rules of etiquette for no particular reason I can figure out.

it's Japan.
not England, London though you can't ask no one for help they won't stop always busy. i live there and remember once a woman in the street was vomiting and on one stop to help expect me and my mum.
