I am a psychologist-in-training, and many cognitive psychologists have tested and found that it has an impact on the quality of driving and the amount of attention the driver pays to the road. The studies also say that listening to music does NOT have the same impact that talking on the cell phone does.
I am 100% for banning cell phones while driving. If the call is that important, pull over. If not, wait. The quality of driving in America has gotten so bad. We need to start making our roads a little safer...

IT's about time. A state who bans smoking in bars finally does something that will save lives and accidents. People in California cannot multi-task while driving. I will give no warning when I pull you over. I am just sad to say I have to wait until 2008.

Yes it is. To many accidents and now drivers in this state will have to pay attention to the road. I sure in the world would not want that ticket. Good thing for speakerphone.
From my understanding, we are still allowed to use that. As far as I am concerned, the cell should only be used as an emergency situation while driving.
I can't wait to see how CHP and local police departments enforce the law.

Sorry, folks, I disagree with this law. I think it gives the government too much power over what happens in my space. They have too much power over what we do as it is.
As long as there have been vehicles, there have been vehicle collisions and the cause of a collision has never been talking on a cell phone. Cell phones are contributing factors just like alcohol, weather, etc. Collisions are caused by an unsafe lane change, loss of control, unsafe turn, unsafe speed, failure to yield right of way, etc. and those causes *might* not have resulted in a collision if not for the phone in the driver's hand, but still, it boils down to driver error. Some people are just better drivers. The rest of them won't be better drivers just because we take the cell phone out of their hand and stick it in their ear.
The answer is more driver training and experience through education and practical application. I personally believe that you should have to re-certify your driving privilege with a driving course that puts you in a vehicle on a track under supervised training every 8 years and each time you change your vehicle class. (I.E. SUV, truck, coupe, sedan, van, etc...) If you pass - you get to drive. If you fail, you'll need a bus pass while you take a remedial course and re-test.
It is not enough just to teach drivers to comply with the laws like speed, etc. if they do not know how each vehicle will behave at certain speeds, in turns, on wet pavement, in snow, and so forth. Collisions will go down when people voluntarily comply with speed laws, alcohol restrictions and improve their driving skills.
PS: Doesn't this pave the way for laws against cd players, access to lipstick in the driver's compartment, or even handi-capped drivers? Oh wait - that would be discrimination; Let's let the one armed person (or one legged/eyed/insert physical handicap here) drive but not the person holding a cell phone? (There are WAYYYY more collisions caused by someone looking down to change a cd, apply lipstick, hand a kid something, eat a burger, or any number of other mundane tasks drivers perform in vehicles while driving everyday... do we outlaw these things or teach people to drive?)

That's great I think all state's should ban cell phone's. they are dangerous to other people on the road.
I also think they should ban having to wear seat belt's I was in a accident almost 2years ago and had a seat belt on and I hurt my back so bad it will never be the same.
I also think they should not pass a helmet law ' I relay think they should leave us adults make are own derision's.

I agree, it's about time. I wish all states would ban cellphone use. It seems that everytime I get in a near accident, I look at the driver of the other car, and they're yacking away on their cellphone, completely oblivious to the fact that they nearly took me and theirself, out.

I wish that was a federal law. I saw a local news report from the Hwy patrole that estimated about 20% of the accidents in our area were due to folks not paying attention because of those #%&@ things !
