Upgrade is the simple answer. You didn't mentions specifics, so its hard to say what. If you have less than 1gb of RAM, you should think about upgrading it.
Other than that, perform regular defrags to keep your harddrive organised. You could also try running msconfig and checking which programs are starting up with Windows under the Startup tab. Uncheck all the ones you dont need. Finally, try not to have too many programs running at once. If your system tray is full of icons, close down the ones you dont need. That should be most of them, except your anti-virus software.

Hey,
Remove items in the taskbar that you don't really need. The taskbar (lower right-hand corner) tells you some of the things that are running in the background. Believe it or not Norton, McAffe, AOL, Winamp, contributes to the slow down when running. See what is in your Startup folder (Start>All Programs>Startup or Start>Programs>Startup). I would tell you to go into the registry as well, but that is for technicians only.
There also may be spyware/adware running as well.

How much memory do you have? If you are running with only 256Mb then that may be a problem...
and how many little add-on programs do you have running on your desktop all the time? or in the systray down in the bottom right?
What speed internet connection do you have?...
if you are on dial-up... it will always be slow...
DSL is next slowest ... and then cable (cable is faster than DSL by a little bit even at its' slowest)

Get an internet accellerator.
They download the pages the current page has links to while the link is not busy.
The best way, of course, is to get broadband.

More RAM can sometimes help, and make sure you aren't getting low on disk space.
Otherwise, you might be left with a bigger upgrade, or a more efficient operating system.
