It depends on which bridge you are talking about....There are a bunch in that game. I'll give you a general answer though: As with most of the Grand Theft games, you have to complete all the missions within a specific region before other parts of the game are open. When you finish all the missions within the area you are in, that bridge should open.

which bridege exactly,,and if it is the bridge hat is closed ,you should play the missions in the town you are in and finish and you will be automatically sent to the other town through the bridge u mean ,then it will open to you the bridge,As for the cheats u can find cheats so easly on gamerevolution.com,Cheats,PC games category.
N.B :this applies to all bridges in vice city.

Near the golf course you can jump onto a passing boat if you time it right.
Other than that you have to complete missions.

then drive to the othet island!
