Well, it would turn into a tropical march. Very wet and covered in mosses and molds. If you like the rain, you'd love the weather...however everything would rot really fast and most of the plant life would die, unless you're already living in a swamp or marsh.

I'd like to see that happen at night. The earth would have to rotate exactly once every 65 minutes for that to be possible.

That aside, the place in question would be perpetually wet.
