A. Why are you asking this in the reptiles forum?
B. Because it is. Vatican City really is a country all on it's own within the country of Italy. It is the smallest in geographical area and once the Vatican staff go home at night, the smallest in population too.

It has its own government. It is located inside the city of Rome, but is not represented in the Italian Government.

Because it is it's own separate government. The Pope is the head of this government. It is really its own separate country.
