What is the biggest selling single NOT to reach no 1 in the UK?

I have a gut feeling which one ot could be, see if anyone else thinks the same

Wham!'s "Last Christmas" sold 1.42 million copies and only reached number 2 in 1984.

I don't know about "of all time", but the best-selling single AT THE TIME not to reach #1 in the UK was "God Save The Queen" by The Sex Pistols - it was tacitly understood that even though the single was outselling every other single in its premiere week, the charts would not reflect that fact - therefore, that week there WAS no #1 single ! ! !
