OVERHEATING IS A VERY SERIOUS PROBLEM, IF YOU DONT FIX IT THE PARTS INSIDE WILL BURN AND BE VERY EXPENSIVE TO REPLACE

FANS ARE CHEAP BY COMPARISON

GET SOMEONE WITH SOME HARDWARE EXPERIENCE TO SEE IF THE COOLING FANS ARE WORKING STARTING WITH THE POWER SUPPLY AND THEN GO INSIDE THE BOX

I couldn't really understand the question here. But I think you are saying that your computer/RAM is heating up and you are trying to cool this with an external fan.

The main problem with this idea is that it really isn't the outside of your computer that counts it is cool it is the inside that counts, and the outside fan is not going to make much difference to that. You have to make sure that you have all the fans in your system working and if they have filters over them, they should be clean, so that they can get the hot air in the computer to the outside where in comparison it should be much cooler. Also make sure that nothing blocks the vents on your computer, like keep the computer a ways from the wall and such. And if you have added some high power cards to the system you might need to look at having more or better fans.

Yes the outside can't be real hot, but normally what is comfortable for you will be OK for the computer, say 80F degrees.

I can hardly see the point of your computer working properly or not. You should go back to school for a few years and THEN give computers a shot.
