Yes.
If you are overweight, the padding of fat can make your penis appear smaller. lose the weight, and you cut down on the padding. the difference isn't much, but there is a difference.
steroids will decrease the size of your genitalia though, because most steroids are synthetic testosterone. if you supply your body with testosterone, it thinks it doesn't have to.

I am sure it helps your proformance not yer size, but fat guys look like they have smaller ones because the fat hides it. I liked gamecubes answer, and that person is only 14 so she might have all the answers lol...
