It says he has to respond before I can send another message but he's not receiving them at all....what am I doing wrong??

You did NO wrong. It's some programs out there that's the culprit. And if one of you don't hold temper OR don't have wide understanding, it will end up in fight - that's because of the some progmatically errors. The best thing you can do is DON'T rely too much on these messengers to arrive SMS on time. If no respond then one of you can directly call and ask if message was arrived.
I have CHIKKA and I did experience what you experienced and sometimes worst. Imagine I received them next day if I'm little bit lucky! (or I don't receive them at all)...

not enough info to determine ... how are you sending it? via cell or PC? are you using the carriers website to send? are you sending via email to the cell number? did you include the carrier in the email address?("xxxxxxxxxx@cingular.com") for example
