Almay is one of the better lines in the drug store that isn't expensive. It's also hypo allergenic. They have wonderful colors too! I would take a look at that line. I've used it on people when I've done freelance make-up work. I never had a problem with anyone breaking out or having problems. Also, make sure that your make-up brushes are always clean. If you don't bacteria starts to grow. Then when you use them the next time. You will have a nasty break-out.

Clinique is the absolute best you can use for ultra-sensitive skin. It's more expensive than the crap you get at the drug store, but a lot cheaper than Chanel or Christian Dior. Prescriptives is another good one--but then you're looking at a much higher price-tag.

For dept stores, try Clinique.
If you want to try a cheaper drugstore brand, I would go with Almay.
