A manual or hydraulic jack plate allows the prop to run in cleaner water as to accommodate a higher engine height which leads to faster top end speeds and shallow water running. Less of the lower unit is in the water resulting in reduced drag. The prop is further away from the transom to avoid the boats turbulence as it travels thru the water. They are hard on the structural stability of the transom and can weaken it to the point of breaking in some applications. There are pro's and con's to having a jack plate. You ask why do you need a jack plate ? You really don't in less your putting a long shaft motor on a short transom or the other way around. If you do decide to get one or remove one just remember you'll most likely have to change the props dia. and pitch.

1st. Who says you do ? and why ?
Depends on what size boat you have and what size motor you have.
Some boats will benefit from JP and some will not.
Boats a lot depends on the hp rating and the angle of the transom and composition weather a JP will help or not..
If you have a small boat 18 ft or less with a 150 Hp motor or less, a JP will probably not do you any good, and the boat might not be made to handle one. Older boats where not constructed with JP in mind, and the added leverage a JP puts on the transom might do damage to the transom. Hope that helped clear things up some. Do a Google search on Jack Plates and do some reading and then you will have to decide if the expense will be worth it.

If your motor sets too low in the water, a jack plate will raise it up and make it run faster and more effeciently.

To adjust the motor up or down, to get the highest efficiency out of your motor. Reduces drag unless you are in shallow water.
