I put in the code for Pedestrian Riot a while ago and I saved and turned off the game several times but the are still rioting, is there anyway this can be truned off?

It is never a good idea to save a game when a cheat code has been entered.
GTA's are notorious for this.
As for as I know, there is no fix.
Enjoy starting the game over from the beginning.
