I tried that, Well not the elite four but some people make him evolve at level 9 and stuff, how? Whta is the fastest way?

Keep it at the number one spot out of your six pokemon, making sure that it is always out in every fight.
Give it food and drinks to make it happy.
Haircuts are a good way to make it happy.
Don't let it faint, and make sure that you always heal it and get rid of status changes.
The baby pokemon evolve based off of mood, so you need to do these things to make it happier. When it's mood is good enough, it will evolve the next time it levels up.

I only have pokemon sliver and my pichu evolve at lv.6
I guess that depends on how happy your pichu is. Pichu will evolve when it grew a level plus it happiness level is nearly at it's peak or at it's highest...but you have to talk to a person who can tell how happy your pichu is.
however...making pichu happy like this without raising takes a lot at least 4 days and a lot of walking. Be sure to give pichu items to help with boosting happiness.

you have to raise it happiness to full then have it go up one level
heres how
have your charger plugged into your gba
put it first in your party
go into any town
leave it on overnight
save the game(bcause you may need to leave longer)
level it up and if its happiness is full it will evolve

he has to love you, if you have rare candies, use lots of them.
give it EXP share and beat elite 4 maybe?
