If he's growing thick and noticeable facial hair, that is a good indication. He may only need to shave once or twice a week at first, but if he wants to shave, it shouldn't be a big deal. I would caution that shaving irritates the skin and may exacerbate any acne or blemishes. I started when I was 16, but that's just how I developed.
