Cold wind and freezing precipitation will weaken your birds not to mention preditors will find them easier prey when snow is on the ground. Roosters combs freeze when the temperatures dip and chickens are not all so water proof . depending on how many birds you have a dog house could be enough housing . Warm water and grower pellets for food with some cracked corn and oilseed sunflower seed should help them stay healthy. Even in the hen house my roosters have had frostbite on their combs.

When in the 40's to 30's good shelter is needed. Hay can keep them warm in the roost. Anything below that, they may be open to the elements outside.

On our farm our chickens and roosters live in a shed with outside access and they run around in the snow and stuff on days that are like -10 c. As long as they have access to shelter they will be fine.
