Lately I haven't been seeing the toolbar at the bottom of the screen. I can't build or buy anything... or pause the game. It's really kind of annoying if ya know what I mean... anybody know what the problem could be? or how i could fix it?

Have you downloaded or installed anything for your game lately? You may have something in your downloads folder that is incompatible with your game. Try moving your downloads folder somewhere safe and then starting the game. If it runs normally, then it probably is something you downloaded interferring with the game and you'll have to go through your downloads to find it.
Also, if you recently installed a no cd hack try removing it. From what I understand Maxis did something sneaky with their code that can cause the toolbars to become non-functional if a no cd hack it used. I like using no cd hacks with my games, but can't with this one because I just can't do without the build or buy modes.

It sounds like your screen resolution has gone wonky.
So click on your desktop and choose Properties on the menu, then go to the Settings tab -
see where it says Screen Resolution
Fix that to a higher number. It might be set too low like 800 x 600.
Once you have the resolution fixed, restart the game. If that fixes it, then it's possible you have a problem with your video card going wonky. The driver may need an update or the card might be dying.
One way to test your system and find out what things need fixing (they will be marked RED in the test) is to go here
In the black box, pick The Sims 2 - or the version in question
