you should be able to turn them off if you have yahoo or google toolbars, other wise you can go to settings, control panel, and then security center.

You have installed a toolbar. You should go to the related icon in the toolbar and disable the pop-up blocker.

internet explorer 6.1 for xp sp2 has built in popup blocker, so does firefox and opera, just disable them, sometimes you can get past pop up blockers by holding down either shift, ctrl or alt when you click the link, until the popup appears

Right click on explorer on your desktop, then click on properties, go to privacy tab, block pop ups option is at bottom of that page, you can either tick or untick the box as required.
