There are a lot of missing factors, such as the age of the children, parental involvement level, etc.

I assume you are talking about earning outside of the normal chores for allowance setup, which would be obvious. However, they may be able to ask family members such as grandparents if there are chores that can be done at their homes.

If the parents are willing to do a little setup and shipping, the child could chose some gently used items to sell on eBay, which not only earns them money, but also reduces clutter and makes room for the new items. A garage sale would accomplish this as well.

I have always worked with my children on a price match basis - if they work hard to save half in a specific time frame, I will match the other half to reward their responsibility.

When I was a kid trying to earn some money, I delivered newspapers, mowed and raked lawns and did odd jobs for people in the neighborhood. I collected drink bottles ( though nowadays it would be aluminum cans), and even had a good old-fashioned lemonade stand.
A friend and I teamed up and had a carwash on Saturdays occasionally.
I'd also buy big bags of candy and sell it by the piece at school.
We also had boyscout fundraisers where we could earn a little money.
My Dad gave my brother and I an allowance that we did chores for.
