No, not at all, that is just a myth. If anything they will make you grow (erection) because of the stimulation. But you will definitely look larger because you will be packed into them.

As Luv2 said it lowers the sperm count. Its because the scrotal sac shrinks or elongates to keep the testicles at a moderate temperature for spermatogenesis. Tight underwears bring it too close to the body and hence the temperature increases due to body heat.
